The canine stars of this daffily dapper tale may be ``the best of friends,'' but Mrs. Burdle is constantly late while her pal Mr. Howgego is doggy-on-the-spot. When Mrs. Burdle attempts to mend her ways, fate intervenes: as she awaits her invited guest with promptly prepared provisions, the customarily punctilious Mr. Howgego is detained under singular circumstances (he is swept out to sea, rescued by a fishing boat, taken for a ride in a hot-air balloon, etc.). Lamont's scenario blends a cozy familiarity (``Mrs. Burdle was feeling very sleepy in the pleasant afternoon sunshine'') with farfetched plot elements sure to tickle the intended audience. And her lively watercolors, with hero and heroine turned out in turn-of-the-century clothing and furnishings (Mr. H's crank-up jalopy is an especial delight), abound with homey touches that provide charm and humor. The handsome design adds to the book's joviality, as triptych-like panels merge happily with larger pictures and themed spot art. Ages 4-7. (Apr.)
