J. Carl Maxwell Named V-P of Public Policy at the AAP

J. Carl Maxwell has joined the Association of American Publishers as v-p of public policy. Maxwell is based in Washington, D.C., and reports to Shelley Husband, senior v-p of government affairs. Maxwell will, the AAP said, “engage on a wide range of government and industry developments to advance a viable legal framework for houses of all sizes and specialties, both commercial and nonprofit publishers.”

Before joining the AAP, Maxwell worked at the American Chemical Society for 19 years, most recently managing government affairs, including open science and sustainability issues. He began his career on Capitol Hill, working for both Democrat and Republican lawmakers for five years.
