The Price of Peace: Living with the Nuclear Dilemma

Lawrence Freedman. Henry Holt & Company, $0 (288pp) ISBN 978-0-8050-0041-2

In this collection of essays and lectures, Freedman discusses the anti-nuclear movement, reform of strategic doctrine, arms control, disarmament and President Reagan's Strategic Defense Initiative. He also includes a critical analysis of NATO's doctrine of flexible response and the concept of escalation that underlies it, and a survey of arms control negotiation since the Strategic Arms Limitation Talks began in 1969. He is skeptical about the Star Wars program, arguing that it is ""imbued with a contrived sense of scientific adventure'' and that it offers a false sense of invulnerability. The approach throughout is academic and at times tentative: much discussing, little proposing. Author of The Evolution of Nuclear Strategy, Freedman is a professor at King's College, London. (October)
