The two common denominators of the 150-odd recipes here are easy preparation and low cost. But in these days of creative cuisine and idiosyncratic inventions, these dishes are so solidly in the middle of the road as to seem throwbacks to another era. Despite the far-flung locations of the contributorsU.S. military people who are or have been stationed around the world the ingredients are straight from the PX and include Cool Whip, canned cream-of-mushroom and chicken soups, canned tomato sauce, frozen vegetables and ground beef. Every now and then a surprise crops up in the form of jalapeno-corn quiche, ham and wild-rice soup, or chicken scaloppine with lemon zest, but for the most part the offerings are about as interesting as those dispensed on the chow line.
